The assignment of 'actor' on line 36 is attempted at the time a flowerBlock2 object is created (not every time you use 'actor' in your code). The created object is yet to be placed into a world at that time. Since you cannot call the 'getOneIntersectingObject' method while the object is not in the world, the error is produced. You could move line 36 to before line 24 to fix the issue; however, there are other things to be considered here. You have already noted the issue of one bullet causing multiple hits on the object. I have seen on another page that you go to "greenfoot.properties" and change the "bluej.terminal.y" and "bluej.terminal.x" for the terminal window but that resets every time I save it.
You must close Greenfoot before you edit the properties file - are you doing so?

It could be that they have a JRE but it is too old. They need to have at least the same version as Greenfoot uses - i.e. usually 8.

I made a test case which reproduces it. I haven't had a chance to actually look for the problem yet, but it should be fixed for the next release of Greenfoot (which should be coming up in the next few months I think).

If you go after the If Statement an option will be added into the side bar towards the bottom which says "Add elseif". You can't do 'else if' without an 'if' before it, and you have to do 'else if' not 'if else'.

I thought they would just be removed from the world and the world adds a new one because it sees that none is in the world. Maybe decreasing score if the user failed to catch it.

Ohh-ok thanks for the help. I think when I looked through other peoples code I got confused by how invoking methods and constructors from different actors worked. I should have also probably coded this for the overarching enemy class, seeing as all the actors have the exact same traits. Thanks alot for your help though, I really appreciate it.

To decrease the flying/moving speed, you could set the 10 in line 32 to a lower value. And you could move this line to the beginning, so you can find it easier the next time. ;) If you want less arrows appear in the same time, you need to change the code from where the arrow is added to the world.
