There seems to be a point where the cars will just jitter back and forth, like they cannot reach their target point.
A new version of this scenario was uploaded on Thu Jul 24 22:57:18 UTC 2014 FIXED AI! lastAttack++ and now they can shoot back :) Thanks LordHershey for the comment: AI fix where they have trouble reaching goal
