It is a method in Java's Object class and since Actor and World extend Object, it is automatically there.

The 'wait' methods of the Object class are thread operations which are not intended to be used with greenfoot. Greenfoot provides the act method, which can be used to control when an object does anything (which is the same as when it is not to do something, or anything)..
