Maybe thats because of your internet connection. Try to download the game maybe that it'll work better. Or if it doesn't work better offline just choose a higher scenario speed.

To exit the fullscreen you can use the key combination 'Alt' + 'Tab'. But the game only works when you play in the fullscreen window. Otherwhise the buttons and keys will not work.
