Ball Float

It is supposed to be similar to a game often found in arcades. The ball is supposed to float within a zone and if it goes out of the Zone the game should end. This is where I am having the problem. The if statements arent even running I think and when my ball floats out of the range I have set in the statements the game doesn't stop.
