Probably not to both :(. As I understand it, Ouya is based on a version of android and the team has said they will not be messing with android at least for a while. Even after that, android is a widespread OS: I had never heard of OUYA before you mentioned it. Ouya would require rewriting a large portion of Greenfoot and would reach a very small minority. The team probably wouldn't consider it.
Greenfoot really isn't meant to be that versatile: its goal is to prepare users for more complicated programming like Ouya and android. Honestly, I believe it would be far easier (and far more educational) just for the users to learn OUYA or android than for the team to rewrite their entire IDE.
