Steam only care about games that can earn something.
And Greenfoot is a tool for java learning or developing simple 2D games.
I dont think you are able to make a game which is good enough to put it on Steam.
U can't even export your Scenario as an exe file or something like that.

So you are suggesting having Greenfoot itself in the software category? There's little mileage for Valve in having free (as in no cost) software on Steam -- the only free item currently is just a demo for a paid-for application. Having Greenfoot would bring them no monetary gain. For us, I guess it would make a slightly easier installation pathway for those who already have Steam, and potentially add some exposure. But I don't get the impression that adding lots of free software is the way that Steam would want to head (if they let in Greenfoot, there would be a whole lot of other software suddenly clamouring to get in, too).
source film maker is a great free software and gamemaker studio is free available, you just have to pay for the professional version of it with features like html, ios and android.
Maybe you could write to valve and ask them?

It's difficult for Greenfoot users to creat a commercial game.(most of the are kids)
(and the aim of Greenfoot also has nothing to do with commercial things)

To be honest, the effort it would likely take for us just isn't worth it. The main purpose of Greenfoot is as an educational tool, to be used in educational institutions which don't use Steam to install their software. Even if Valve don't have a problem with it, there'd certainly be stuff to do on our end in order to package up Greenfoot so that it could downloaded via Steam; even if it's not a lot of work, it's just not worth the effort for us.
well, putting it on steam will bring much more users and with the stuff you have to do, I am not sure with this. I think you should send valve a mail, to ask about putting it on steam.

To the steam issue, I think that more users would come and I think that is what you want, to help many people with the beginning of java programming. I think the only work valve could need is sending greenfoot to them.
